Rural-urban connectivity through multi-level governance: a review of subnational governments in Romania

Abstract

This chapter aims to present the main features of Romanian subnational governments, explicitly focusing on their progress toward connecting the urban and rural dimensions. It considers the uneven regional development and other standard European policy problems that urban and rural areas face - the brain drain caused by a lack of economic competitiveness and scarce job opportunities. We address Romania’s administrative-territorial organization, starting with a modern-historical perspective of its various models and continuing with recent territory division trends. This chapter further evaluates government functions and public financing of communities. It maps the subnational governance landscape concerning intercommunity development associations (IDAs), local action groups (LAGs), and local governments. Finally, the Rural-Urban Hub of the Cluj-Napoca Metropolitan Area is introduced as an innovative example of urban-rural collaboration for solving strategic policy problems from the bottom up.
