Poland: rolling back of the decentralized system?

Abstract

Polish sub-national government system consists of three tiers: municipalities, counties and regions. The municipal tier is responsible for provision of the largest share of decentralized service functions and enjoys higher level of financial autonomy comparing to other sub-national tiers. Radical decentralization reforms implemented in the last decade of the 20th century made Poland one of the countries with the highest score of Local Autonomy Index in Europe. However, second half of the second decade of the 21st century brought opposite trend of re-centralization. As a result, Poland has lost status of the most decentralized country of post-communist Central and Eastern Europe. The chapter also discusses subsequent trends of decentralization and re-centralization in Poland, as well as evolution of electoral systems in sub-national elections, which includes direct election of strong mayor on the municipal tier and collective forms of executive on the county and regional tiers.
