Abstract

This chapter identifies the fundamental reason for the failure of all efforts to transform UK social care over the previous thirty years. We examine the power; ubiquity and perniciousness of the eligibility process. It is the modern manifestation of the 1948 settlement. The chapter provides an in-depth analysis of how eligibility actually works and how it contrasts sharply with central and local government narratives. It is a classic case of ‘street level bureaucracy’; where official policies are so unfit for purpose that operational staff create their own.
