Research on the offshore wind licensing in China

Abstract

Offshore wind power projects are an important part of China’s many measures to address climate change. Therefore, the Chinese government has included renewable energy projects, including offshore wind power projects, in the 14th Five Year Energy Plan. This chapter provides a detailed introduction to the approval process, license types, environmental impact assessment factors, public participation, investment and financing policies, environmental protection requirements, and grid connection requirements of offshore wind power projects in China. This helps to understand the characteristics and development trends of offshore wind power in China. In the next five years, the existing wind power sites in some coastal areas of China are about to saturate, so opening up new offshore wind farms will become an important priority for the Chinese government.
