The Asian Development Bank's energy sector operations in the twenty-first century

Abstract

Developing Asia needs trillions of dollars of energy investments to meet climate change and energy security objectives during the next 20-30 years. Going forward, the energy sector will remain a major focus for the Asian Development Bank (ADB), with an updated energy policy in October 2021 formulated in the broader context of the ADB’s Long Term Strategy to 2030 (Strategy 2030) and global climate change agreements. ADB financial resources must be leveraged by at least 10:1 to put energy supply chains on a sustainable path. Affordable low-emissions energy is already widely available but is not enough for planetary health: the Paris targets of 450 ppm atmospheric CO2 and +2°C temperature increase are, in fact, the death penalty for marine ecosystems that underpin the economies of many ADB client countries. This chapter will address how to avoid ecological and social collapse via new directions in energy investment, led by the ADB.
