Participatory decision-support tools for stakeholder engagement in urban freight transport policy making

Abstract

This chapter addresses the complexity of stakeholder engagement in urban freight transport policy making. Stakeholders can be involved using different techniques. However, there is limited knowledge of how to support and manage effective stakeholder engagement processes. We address this gap of knowledge by presenting some interesting tools that can be used to facilitate the participation process. We categorize participatory decision-support tools according to the level of stakeholder involvement in the decision-making process. We present some examples, i.e., a “participation cube” aimed at analyzing stakeholders on the basis of their level of competence, influence and power in the decision-making process, and an integrated modelling procedure for a stakeholder behavioural analysis aimed at simulating stakeholder interaction and opinion change in a consensus-building process.
