Abstract

This chapter provides an overview of the measurement and determinants of overall public sector efficiency. We derive Order-m efficiency scores, which deal with outliers and measurement error and avoid the “curse of dimensionality”, for 119 countries during the 2000-2020 period and compare the results with FDH and DEA scores. Then, we use the derived Order-m efficiency score to evaluate the robustness of the determinants of public sector efficiency as identified in the existing literature. Except for democracy, where we find that more democratic countries are less efficient, we verify the effect of the rest of the determinants in our framework.
