Abstract

José Ignacio de Pombo realizó un diagnóstico de la situación de impuestos, industrias, educación, comunicación, agricultura y los problemas sociales como existencia de vagos, abuso de autoridad, exceso de fiestas y contrabando entre otros. Igualmente presentó una cantidad de actividades para solucionar el problema y realizar una reforma política, sin embargo nada de esto se llevó a cabo dado que el 11 de noviembre de 1811 se proclamó la independencia de Cartagena.||*Este capítulo se encuentra incluido en la II parte del libro Cartagena de Indias en la independencia, titulada "Antecedentes locales"
