Análisis de las finanzas y el manejo militar de Cartagena entre 1645 y 1699, los problemas, las dificultades administrativas, la corrupción, los altos impuestos, los malos funcionarios, los pésimos gobernantes, la distancia entre España y Cartagena; todo lo anterior desembocó en una crisis económica. El documento está sustentado con las estadísticas correspondientes.||*Este capítulo se encuentra incluido en la segunda parte del libro Cartagena de Indias en el siglo XVII, titulada "Economía y comercio"
