Finanzierungsbedingungen der energetischen Gebäudesanierung durch Wohnungseigentümergemeinschaften in Baden-Württemberg

Abstract

Die Steigerung der energetischen Modernisierungsrate im Wohngebäudebestand zählt zu den strategischen Zielen der Klimapolitik in Deutschland. Gemessen am Anteil von WEG-Wohnungen am Gesamtwohnungsbestand ist die Sanierungsaktivität dieser Eigentümergruppe im Vergleich zu anderen Gruppen (z.B. kommunalen Wohnungsunternehmen oder Genossenschaften) bislang wenig erforscht. Bestehende Untersuchungen deuten auf eine eher unterdurchschnittliche Sanierungsaktivität hin. Eine Ursache dafür könnten WEG-spezifische Finanzierungshemmnissen für energetische Maßnahmen sein. Aufbauend auf einer geografisch differenzierten Analyse der Wohnungsbestandssituation von WEG wurden anhand von Umfragen unter Immobilienverwaltern wesentliche aktuelle Strukturen und Trends im Bereich der Finanzierung energetischer Sanierungen durch WEG untersucht. Besondere Berücksichtigung fanden dabei Landesförderprogramme, auch im Vergleich zu anderen Bundesländern.
