Potentiale zur Beschleunigung des Breitbandausbaus

Abstract

WIK-Consult hat für das Bundesministerium für Digitales und Verkehr (BMDV) untersucht, welche Rahmenbedingungen den Ausbau von mobilen und leitungsgebunden Breitbandnetzen beschleunigen können. Zu diesem Zweck haben wir zehn Fallbeispiele näher analysiert und Expertengespräche mit Beteiligten geführt, um Best Practice und Handlungsempfehlungen zu identifizieren, die sich auf andere Projekte übertragen lassen. Aufbauend auf einer detaillierten Analyse der prozessualen Schritte und rechtlichen Rahmenbedingungen wird auf typische Herausforderungen beim Infrastrukturausbau eingegangen. Auf der Grundlage von Best Practice Beispielen werden daran anknüpfend Beschleunigungspotentiale adressiert. Abschließend leiten wir für den Ausbau von mobilen und leitungsgebundenen Netzinfrastrukturen übergreifende Handlungsempfehlungen ab und stellen den Bezug zu bereits umgesetzten oder sich in Vorbereitung befindlichen Maßnahmen her.
