Digitaler Wandel – Neue Arbeitsformen und ihre Konsequenzen für die Vorsorge

Abstract

Die aktuellen Systeme der sozialen Sicherung stellen eine Antwort entwickelter Staaten auf die sozioökonomischen Bedingungen rasch wachsender Industriegesellschaften dar (hohe Wachstumsraten, stabile Erwerbsverhältnisse, junge Erwerbsbevölkerung etc.). Diese Bedingungen sind im 21. Jahrhundert zunehmend nicht mehr gegeben. Insbesondere die Digitalisierung von Wirtschaft und Gesellschaft führt zu einem zunehmend globalen Wettbewerb, instabilen Erwerbsbiographien sowie weiteren Veränderungen im Arbeitsmarkt und gesellschaftlichen Wertesystem. Die vorliegende Studie analysiert die Konsequenzen dieser Entwicklung für das Vorsorgesystem in der Schweiz und skizziert möglichen Anpassungsbedarf für die Gestaltung der öffentlichen und privaten Vorsorge. Schwerpunkt ist der Themenbereich der Altersvorsorge, es werden aber auch darüberhinausgehende Vorsorgethemen wie etwa die Entwicklung der Gesundheitskosten angesprochen. Die Resultate der Studie werden dabei mit den Ergebnissen von Expertenbefragungen sowie mit einer repräsentativen Befragung unter der Schweizer Bevölkerung untermauert. Die Digitalisierung verändert Wirtschaft und Gesellschaft - und damit auch die Vorsorge - grundlegend. Dies bietet viele Chancen, es führt aber zugleich zu Herausforderungen und Veränderungsprozessen, die von der Politik, Wirtschaft und Gesellschaft besser adressiert werden müssen. Sowohl die befragten Experten als auch die Bevölkerung wünschen sich keinen radikalen Systemwechsel in der Vorsorge, wohl aber mehr Flexibilität, Transparenz und Gestaltungsmöglichkeiten. Dazu zählt etwa die Einführung eines digitalen Vorsorgeportal, das Versicherten einen Gesamtüberblick über alle Vorsorgeleistungen bietet, und darüber hinaus auch den aktiven Eingriff in Vorsorgeentscheidungen ermöglicht. Hohe Zustimmung unter beiden Gruppen erfährt auch die verstärkte Nutzung von Wertkonten. Die Idee, Zeit -ähnlich wie Geld- zu sparen, anzulegen und zu einem späteren Zeitpunkt in Anspruch zu nehmen stellt eine mögliche Antwort zur Flexibilisierung der Lebensarbeitszeit dar. Die Resultate zeigen zudem den Wunsch, die Basis des Vorsorgesystems zu verbeitern, indem die gesamte Bevölkerung einbezogen wird (insbesondere auch Selbstständige und Geringverdiener im Rahmen neuer Erwerbsformen).
