Statistische Analyse der Einflussfaktoren auf die Höhe der Hausmüllgebühren in Deutschland

Abstract

Vergleichsstudien zum Thema Hausmüllgebühren belegen, dass für die Erbringung identischer Entsorgungsleistungen teils gravierende Gebührenunterschiede zwischen den deutschen Kreisen bzw. Städten bestehen. Ziel des vorliegenden Arbeitsberichts ist es, mithilfe statistischer Methoden mögliche Einflussfaktoren zu identifizieren, die für die Unterschiede in der Gebührenhöhe verantwortlich sind. Dazu werden 14 Untersuchungshypothesen formuliert, die jeweils einen Einflussfaktor repräsentieren. In einer anschließenden Voruntersuchung werden die Hypothesen zunächst mittels einer Regressionsanalyse auf ihren Zusammenhang mit der Gebührenhöhe getestet. Aus den Erkenntnissen wird dann im Hauptteil des Arbeitsberichts ein mehrstufiges, kausales Pfadmodell abgeleitet, das im Ergebnis statistisch robust ist, valide Ergebnisse liefert und 15 Prozent der Gebührenunterschiede erklären kann. Die abschließende Überprüfung der 14 Hypothesen bestätigt sieben und widerlegt fünf Annahmen; zwei Hypothesen müssen hingegen komplett abgelehnt werden.
