Abstract

Im Rahmen der Diplomarbeit untersuchte die Autorin die Strategien von unterschiedlichen Akteuren in der EZA in Österreich (Licht für die Welt, World Vision) und in Deutschland (Handicap International, OXFAM) in Bezug auf Menschen mit Behinderungen. Im Mittelpunkt des Interesses der Untersuchung stand die Frage, ob und wie die neuen international anerkannten Standards der EZA (Inclusive Development, Disability Mainstreaming), die sich auf den Menschrechtsansatz sowie auf die UN-Konvention über die Rechte von Menschen mit Behinderung stützen bei den untersuchten Organisationen reflektiert bzw. adaptiert werden. Die Analyse ergab, dass die westliche Gesellschaft sehr stark von traditionellen Wohlfahrtsmodellen ausgeht und dieser Ansatz die Arbeit der EZA Akteure bestimmt. Dies steht aber im Gegensatz zu den Grundsätzen einer Entwicklungspolitik, die sich auf den Menschenrechtsansatz als Arbeits- und Messgrundlage von EZA-Maßnahmen beruft.
