Technikentwicklung zwischen Politik und Markt: Der Fall Bildschirmtext

Abstract

Das deutsche Bildschirmtextsystem hat die Hoffnungen seiner Protagonisten nicht erfüllt. Vor Jahren als Wegbereiter der Informationsgesellschaft gepriesen, wird es heute nur von einem beschränkten Nutzerkreis eingesetzt. Warum diese stockende Entwicklung in der Bundesrepublik Deutschland - etwa im Vergleich zum Nachbarland Frankreich? In der vorliegenden Fallstudie werden die Entwicklung und Verbreitung dieses telematischen Kommunikationssystems als großtechnischer Innovationsprozeß analysiert, bei dem Entscheidungsfreiheiten und Anpassungszwänge in einem Spannungsverhältnis stehen. Der Autor beschreibt und erklärt die technische und organisatorische Gestaltung von Bildschirmtext als Ergebnis von Design-Strategien, die sich im Zusammenspiel politischer, ökonomischer und technischer Teilprozesse in komplexen Interaktionsnetzwerken herausbilden.
