Private Regierungen in der Techniksteuerung: Eine sozialwissenschaftliche Analyse der technischen Normung

Abstract

Vielen gilt die Mitwirkung privater Organisationen an der technischen Normung als ein Paradebeispiel möglicher Staatsentlastung. Andere äußern erhebliche Vorbehalte an der öffentlichen Effektivität und Legitimität solcher "privaten Regierungen". Die Sudie untersucht das verbandliche System technischer Normung in Deutschland und in Europa aus einem steuerungs- und demokratietheoretischen Blickwinkel. Besonderes Augenmerk findet die prozedurale Steuerung der technischen Normung durch staatliche und suprastaatliche Akteure. Diese Interventionen in die verbandlichen Arrangements erzeugen im Verhältnis von staatlicher und verbandlicher Regulierung eine neue Qualität, der die herkömmliche Kritik korporatistischer Arrangements nicht mehr gerecht wird.
