Perspektiven der wehrtechnischen Industrie in Deutschland

Abstract

Die wehrtechnische Industrie in Deutschland unterliegt einem anhaltenden Strukturwandel. Einsparungen in öffentlichen Haushalten, Strukturreformen der Bundeswehr, die Europäisierung der Sicherheitspolitik sowie neue und andere Anforderungen an Fähigkeiten und Kompetenzen von Armeen haben einen nachhaltigen Einfluss auf die Herstellung und Beschaffung von Rüstungsgütern: Das Auftragsvolumen und die Auslastung der Kapazitäten der Rüstungsindustrie sind in den letzten Jahre rückläufig gewesen. Die vorliegende Arbeit enthält eine Analyse der gegenwärtigen Situation der Branche, der Beschaffungsreformen und ihrer europäischen Dimensionen. Es werden die Auswirkungen auf die Beschäftigungssituation in der Branche und für einzelne Industriebereiche beschrieben. Gleichzeitig werden Antworten für einen sozialverträglichen Strukturwandel innerhalb des wehrtechnologischen Sektors unter den Perspektiven einer europäischen Sicherheitspolitik und unter Diversifikations- und Konversionsgesichtspunkten formuliert.
