Evaluación del “Fondo de planificación estratégica e implementación de reformas autofinanciadas en Chile”

Abstract

El Fondo de Reformas chileno-alemán formó parte de la coopera­ción técnica entre Alemania y Chile (período de enero de 2007 hasta junio de 2011) y tuvo como objetivo fortalecer la capacidad de pla­nifi­cación estratégica e implementación de reformas de organismos gubernamentales chilenos. Para el Ministerio Federal de Coopera­ción Económica y Desarrollo (BMZ) de Alemania era un proyecto innovador. Se buscaba, por un lado, apoyar reformas importantes y, por el otro, reconocer en la forma de cooperación que Chile es un país contraparte emergente. Las consiguientes modalidades espe­ciales del Fondo, que otorgaban a las contrapartes chilenas una amplia libertad de acción, representaron para el BMZ también un precedente para potenciales cooperaciones similares con otros países emergentes. La presente evaluación realizada por iniciativa del BMZ confirma la relevancia del objetivo del Fondo de Reformas y evidencia que fue eficaz en tanto hizo diferentes aportes al fortalecimiento de la capacidad de planificación estratégica e implementación en las reformas apoyadas. Esto se debió también a que el apoyo alemán fue mayor que lo acordado en las modalidades. A partir de las experiencias chilenas, la evaluación ha revelado una serie de requi­sitos para la replicabilidad en otros países emergentes.
