Finanzierung der Pflegevorsorge

Abstract

In Österreich wurde 1993 ein steuerfinanziertes Pflegegeld eingeführt. Zwischen 1994 und 2006 stieg die Anzahl der PflegegeldbezieherInnen um rund 25%. Die Finanzierung der Pflege älterer Menschen sowie die effiziente Gestaltung der Pflegeleistungen sind nicht zuletzt vor dem Hintergrund des demographischen Wandels zentrale sozialpolitische Themen, die zunehmend an Bedeutung gewinnen. Band 3 der Sozialpolitischen Studienreihe umfasst zwei Studien des Österreichischen Instituts für Wirtschaftsforschung, die sich mit unterschiedlichen Fragen und Problemstellungen zur Finanzierung des österreichischen Pflegesystems auseinandersetzen. Die erste Studie der vorliegenden Publikation beschäftigt sich mit der Analyse der Finanzströme der österreichischen Pflegevorsorge, mit dem Ziel, eine Bestandsaufnahme und eine Prognose der Kostenentwicklung der Langzeitpflege in Österreich zu präsentieren. Die zweite Studie diskutiert unterschiedliche Organisations- und Finanzierungsformen der Pflegevorsorge sowie deren ökonomische Auswirkungen.
