Abstract

Deutschland im Jahre 2017 bietet ein widersprüchliches Bild: Die Wirtschaft brummt, die Arbeitslosigkeit befindet sich auf einem historischen Tiefstand; gleichzeitig gibt es vor allem in den Städten ein nicht unbeträchtliches Maß an Armut. Tatsächlich sind in Deutschland auf der einen Seite Boom-Regionen und auf der anderen Seite strukturschwache Gebiete entstanden. Diesen fällt es schwer, sich aus der Perspektivlosigkeit zu befreien, aber selbst innerhalb prosperierender Großstädte wachsen die Armutsquartiere. Wie kann verhindert werden, dass aus räumlicher Ungleichheit Ausgrenzung und "Abgehängtsein" wird? Das ist die Kernfrage, die am Anfang der Arbeit der Fachkommission "Räumliche Ungleichheit" der Heinrich-Böll-Stiftung stand. Sie präsentiert nun mit dieser Publikation die Ergebnisse ihrer zweijährigen Arbeit und gibt Einblicke in die Entwicklungen unterschiedlicher Städte und Räume. Am Ende schlägt sie Maßnahmen und Instrumente vor, mit denen die sozialräumliche Polarisierung gestoppt und umgekehrt werden kann.
