Entwicklung von Indikatoren und einer Datengewinnungsstrategie für die Weiterbildungsstatistik in Deutschland: eine Expertise

Abstract

Anlass der vom BMBF in Auftrag gegebenen Expertise sind Abstimmungs- und Entwicklungserfordernisse der Statistik zur Weiterbildung. Ausgehend von einem Überblick einschlägiger wissenschaftlicher Ansätze und bildungspolitischer Konzepte werden Vorschläge für eine Kategorisierung der Weiterbildung vorgestellt. Auf dieser Grundlage erfolgt ein Screening der einschlägigen Befragungen und Statistiken von Personen, Betrieben, Anbietern und Weiterbildungspersonal, die zusammen die Weiterbildung in Deutschland statistisch abbilden. Unter Berücksichtigung von Erwartungen, die im Rahmen der Bildungsberichterstattung und von Nutzern aus Politik und (Bildungs-)Praxis an die Weiterbildungsstatistik gestellt werden, stellt die Expertise Empfehlungen für den Ausbau einer integrierten Statistik sowie für zentrale Indikatoren vor.
