Nachhaltige Raumentwicklung für die große Transformation - Herausforderungen, Barrieren und Perspektiven für Raumwissenschaften und Raumplanung

Abstract

Raumwissenschaft und räumliche Planungspraxis sind wesentliche Akteure auf dem Weg des gesellschaftlichen Wandels in eine nachhaltige Raumentwicklung. Der vorliegende Band stellt aus planungswissenschaftlicher und -praktischer Perspektive dar, wie die Umsetzung des Leitziels der nachhaltigen Raumentwicklung in Regionen und Städten erfolgen kann. Der ARL-Arbeitskreis "Nachhaltige Raumentwicklung für die große Transformation" bezieht sich hierzu auf das Hauptgutachten des Wissenschaftlichen Beirats der Bundesregierung Globale Umweltveränderungen (WBGU) aus dem Jahr 2011. In einer sozial-ökologischen Perspektive positioniert er sich zur intra- und intergenerationalen Gerechtigkeit, zur Gemeinwohlorientierung der Raumentwicklung und -planung und zum Ziel der Daseinsvorsorge. Die Autorinnen und Autoren fragen nach den zentralen Akteuren der Transformation sowie nach der Rolle des (gestaltenden) Staates, sie diskutieren zielführende Instrumente und die Bedeutung von "Raumwissen" für die große Transformation. Wesentliche Handlungsfelder für Transformationserfordernisse werden benannt. Konkrete Empfehlungen für die Akteure der Raumentwicklung, der kommunalen und regionalen Planung und der Politik zeigen auf, welche Transformationen notwendig sind, den Herausforderungen einer nachhaltigen räumlichen Entwicklung begegnen zu können.
