Der Beitrag von Hochschulen zur Entwicklung einer Region als "Wissensregion"

Abstract

Die Untersuchung von wissensbasierten Wirkungen der Hochschulen auf ihre Region beruht auf einer umfangreichen Literaturauswertung sowie zwei Fallstudien. Methodisch lassen sich solche Wirkungen nur schlecht erfassen - es dominieren Fallstudien (mit hohem Anteil hermeneutischer Deutung) und ökonometrische Studien (mit schmaler Variablen-Basis). Während angelsächsische Forschungen sich primär für den Beitrag von Hochschulen zu Regionalen Innovationssystemen sowie für die entrepreneurial university (Patentproduktion, Spin-Off-Generierung) interessieren, richten sich die deutschen Untersuchungen auf den Wissenstransfer und den Hochschulbeitrag zur Regionalentwicklung. Restriktionen liegen in Deutschland primär in den zu schwachen Anreizen für Hochschulangehörige, im Konflikt zwischen wissenschaftlichen Reputationsanforderungen und betrieblichen Geheimhaltungswünschen, teilweise auch in der zu geringen Hochschulautonomie sowie in der noch zu geringen Resonanzbereitschaft und teilweise auch -fähigkeit der regionalen Wirtschaft. Generell ist der Stand der Forschung noch unbefriedigend.
