Abstract

In der Europäischen Union werden seit über zehn Jahren Stadtentwicklungsfonds als Finanzierungsinstrument diskutiert, erprobt und umgesetzt. Sie ergänzen das Repertoire klassischer Finanzhilfen und sollen stadtentwicklungspolitisch relevante Vorhaben unterstützen, deren öffentliche oder private Finanzierung nicht gewährleistet ist. Die Bandbreite der geförderten Projekte umfasst Vorhaben der Flächenentwicklung (z. B. Revitalisierung von Brachflächen), des Neubaus und der Sanierung von Gebäuden, der Infrastrukturentwicklung sowie Maßnahmen zur Aufwertung von Stadtquartieren mit besonderem Erneuerungsbedarf. In dieser Veröffentlichung der Arbeitsgruppe "Stadtentwicklungsfonds" der LAG Bremen/ Hamburg/Niedersachsen/Schleswig-Holstein der Akademie für Raumforschung und Landesplanung (ARL) wird der Frage nachgegangen, inwieweit Stadtentwicklungsfonds ein neues Instrument zur Unterstützung einer nachhaltigen Stadtentwicklung sind. Erkenntnisse und Erfahrungen aus Europa und Deutschland zu strukturellen Bedingungen und praktischen Umsetzungen werden zusammengetragen und an konkreten Fallstudien diskutiert. Dabei werden sowohl Erfolgsfaktoren als auch Hemmnisse aufgezeigt.
