Regionale Auswirkungen der EU-Integration der MOEL

Abstract

Auf der Basis der Außenhandelsschätzungen wurden die Produktions- und Beschäftigungseffekte für die österreichische Sachgüterproduktion berechnet. In der Industrie überwiegen die positiven Effekte der Osterweiterung, da der Außenhandel mit Industriewaren durch die "Europaabkommen" der EU mit den einzelnen MOEL bereits vor dem EU-Beitritt völlig liberalisiert und somit kein Anpassungsschock mehr zu erwarten ist. Bedeutende Anpassungserfordernisse ergeben sich für den Dienstleistungssektor und für die Ernährungswirtschaft. Der Wettbewerb wird sich vor allem im Bereich der arbeitskostenintensiven Dienstleistungen in Grenznähe verschärfen. Die Auswirkungen auf die Ernährungswirtschaft hängen nicht zuletzt von den ausstehenden Reformen der EU-Agrarpolitik ab. Abschließend werden die Ergebnisse der Sektor- und Arbeitsmarktanalyse auf regionale Problemlagen übertragen und die Unterschiede zwischen den Integrationsfolgen für Großstädte, Verdichtungsregionen und ländliche Grenzgebiete diskutiert.
