FIW Policy Brief No. 53: America is back. Chancen und Herausforderungen für die multilaterale Zusammenarbeit

Abstract

Der vorliegende Beitrag erläutert die globalen handelspolitischen Herausforderungen, die sich im Zuge der Trump-Administration intensiviert und den Stillstand sowie die Interessensgegensätze bei multilateralen Handelsfragen verschärft haben. Mit dem Amtsantritt von Joe Biden sind die Relevanz einer regelbasierten multilateralen Handelsordnung und internationalen Zusammenarbeit wieder in den Vordergrund gerückt. Insbesondere die transatlantische Kooperation bei zentralen Themen im Zuge gemeinsamer Bestrebungen hinsichtlich eines "Renewed Transatlantic Partnership" könnte eine Hebelwirkung entfalten, um die Handels- und Investitionstätigkeiten zu stärken und eine sinnvolle WTO-Reform anzustoßen. Gleichzeitig veranschaulicht Bidens "America is back"-Kurs die Rückkehr der USA auf die internationale Bühne und unterstreicht, dass die internationalen Prioritäten der USA auch multilaterale Kooperationen über die Handelspolitik hinaus beinhalten, wie beispielsweise eine Reform der globalen Unternehmenssteuer, die Aufhebung des Patentschutzes im Sinne der Eindämmung der COVID-19-Pandemie sowie ein gemeinsames Vorgehen gegenüber China und eine Klimakooperation. Dieser Kurswechsel der USA eröffnet weitreichende Chancen für die Intensivierung der internationalen Zusammenarbeit, die langfristig auch zu einem Wiedererstarken der globalen Handelsordnung führen kann.
