Ein Blick auf die Gemeindefinanzen 2020 bis 2023

Abstract

Der vorliegende Bericht (in korrigierter Fassung) bietet einen Rückblick auf 2020 sowie eine Vorschau auf die Entwicklung der Budgetsituation der Gemeinden in Österreich. Die wirtschaftliche Entwicklung ist seit nunmehr zwei Jahren durch die COVID-19-Pandemie geprägt. Im Krisenjahr 2020 war für die Gemeinden ein kräftiger Zuwachs der kommunalen Finanzschulden zu verzeichnen. Die Erwartungen über die budgetäre Situation der Gemeinden in den Jahren 2021 bis 2023 sind von einer gewissen Entspannung durch die prognostizierte positive konjunkturelle Entwicklung bestimmt. Allerdings bremsen die Beschlüsse zur ökosozialen Steuerreform die Einnahmendynamik der gemeinschaftlichen Bundesabgaben.
