Abstract

Die Studie bietet eine Bestandsaufnahme sowie eine Einschätzung und Bewertung der arbeitsmarktpolitischen Funktionalität und Wirksamkeit der bestehenden Projektstrukturen im Bereich Sozialer Unternehmen, die Arbeitslosen mit Vermittlungshindernissen Transitarbeitsplätze anbieten. Durch Beschäftigung und begleitende Qualifizierungs- und Betreuungsangebote sollen die Chancen dieser Personengruppe auf Integration in den regulären Arbeitsmarkt erhöht werden. Transitarbeitsplätze in Sozialen Unternehmen verbessern, wie die Analyse zeigt, die Erhaltung des Arbeitskräfteangebotes und die Reintegrationschancen der geförderten Arbeitslosen im Durchschnitt, wobei Frauen und ältere Arbeitskräfte stärker von der Förderung profitieren. Zudem lässt sich eine Reihe von erfolgreichen Projektmerkmalen identifizieren. Eine Weiterentwicklung dieses Unterstützungsinstrumentes, auch für die in den nächsten Jahren wachsende Zielgruppe der älteren Arbeitskräfte mit gesundheitlichen Einschränkungen, scheint zielführend.
