Zur ökonomischen Notwendigkeit eines investiven Sozialstaates

Abstract

Viele europäische Wohlfahrtsstaaten, darunter auch Österreich, entwickelten sich in den letzten eineinhalb Jahrzehnten in Richtung eines investiven Sozialstaates, d. h. nachfrageseitige Politikmaßnahmen werden zunehmend mit angebotsseitigen Instrumenten ergänzt. Soziale Investitionen umfassen Bereiche wie die aktive und aktivierende Arbeitsmarktpolitik, qualitative Kinderbetreuung und frühkindliche Bildung, alle Bereiche der Bildung und Forschung sowie gesundheitliche Präventiv- und Rehabilitationsmaßnahmen. Auf Basis einer breiten Literaturanalyse wird gezeigt, wie zentral soziale Investitionen für die individuelle und gesamtgesellschaftliche Entwicklung sind. Die Forschung ist sich einig, dass der frühkindlichen Bildung besonderes Augenmerk zukommen muss, denn sie setzt die Basis für spätere Bildungsinvestitionen.
