Zahlungsverkehrssysteme und Zahlungsverkehr in Österreich

Abstract

Der Zahlungsverkehr zählt zu den wesentlichen – aber selten beachteten – Grundlagen der Funktionsfähigkeit moderner marktwirtschaftlicher Wirtschaftssysteme. Er ist selbstverständlicher Teil eines breiten Spektrums von Finanzdienstleistungen, das in verschiedenen Ländern und zu verschiedenen Zeiten höchst unterschiedliche Ausprägungen aufweist. In Österreich fanden Probleme des Zahlungsverkehrs durch die Anhebung einer Reihe von Kontengebühren erst vor kurzem die Aufmerksamkeit einer breiteren Öffentlichkeit. Darüber hinaus sind die jüngsten Initiativen der EG-Kommission zum Zahlungsverkehr im EG-Binnenmarkt und die Hinweise des Bankensystems auf erhebliche Verluste aus dem Zahlungsverkehr wirtschaftspolitisch aktuelle Gesichtspunkte. Vor diesem Hintergrund legt das WIFO – erstmals für Österreich – eine umfassende und detaillierte Untersuchung zum Zahlungsverkehrssystem als Diskussionsgrundlage vor.
