Verteilungswirkungen familienpolitisch motivierter Maßnahmen

Abstract

Die österreichische Familienpolitik verteilt in einem umfassenden System der Familienförderung sowohl horizontal von kinderlosen zu kinderbetreuenden Haushalten als auch vertikal von wohlhabenden zu ärmeren Einkommenschichten um und leistet so einen wesentlichen Beitrag zur Verminderung der Familienarmut. Sie basiert im wesentlichen auf dem Prinzip der horizontalen Umverteilung, mit wenigen Ausnahmen (erhöhtes Karenzurlaubsgeld und Sondernotstandshilfe) wird unabhängig vom Einkommen von den kinderlosen zu den kinderbetreuenden Haushalten umverteilt. Im Jahr 1993 wurden rund 65 Mrd. S für die direkte Familienförderung ausgegeben. Rund 40% der Leistungen kamen dem unteren Drittel der Einkommenshierarchie zugute, 34% dem mittleren und 26% dem oberen Drittel. Die Leistungen verteilen sich damit sehr ähnlich wie die Kinderzahl auf die Einkommenschichten.
