Einige Aspekte der Lohnbildung in Österreich. Lohnunterschiede und die Zentralisierung der Lohnverhandlungen

Abstract

Das österreichische Lohnbildungssystem wurde vielfach als hoch zentralisiert bzw. hoch koordiniert eingestuft. Kollektivvertragsabschlüsse sind jedoch nur die erste Ebene der Lohnbildung in Österreich. Auf einer zweiten Ebene bilden sich die Effektivlöhne unter Mitwirkung der Gewerkschaften und der Betriebsräte, in vielen Bereichen vermutlich jedoch hauptsächlich als Ausdruck des Zusammenwirkens von Angebot und Nachfrage. Die Einreihung dieses Lohnbildungssystems etwa in die Mitte der üblichen internationalen Rangordnungen bedeutet keineswegs, dass die Bewegungen der Löhne auf der makroökonomischen Ebene die Erreichung wichtiger makroökonomischer Ziele behindert hätten. Auf der Mikroebene kann der Rückgang der Überzahlungen in der Industrie in den letzten 15 Jahren parallel etwa zur Verschlechterung der Arbeitsmarktlage vorsichtig als Zeichen der Lohnflexibilität gewertet werden.
