Abstract

Die vom WIFO und IHS gemeinsam zu erstellende Forschungsarbeit, die auf 4 Jahre angelegt ist, ist ein Instrument des Monitorings der Umsetzung des Nationalen Aktionsplans im Bereich der koordinierten EU-Beschäftigungspolitik. Das Ziel der begleitenden Evaluation liegt darin, die beschäftigungspolitischen Wirkungen des NAP aufzuzeigen. Da der NAP ein komplexes System von Reformen der institutionellen Rahmenbedingungen einerseits und bildungs- und arbeitsmarktpolitischer Maßnahmen andererseits ist, wird in einer differenzierten Analyse dem Wirkungsmechanismus auf der Makro- und Mesoebene nachgegangen. Die Schätzung der gesamtwirtschaftlichen Effekte nimmt auf die unterschiedliche Reichweite und Geschwindigkeit der geplanten Instrumente in der Umsetzung und Auswirkung Rücksicht.
