Abstract

En este libro se reúnen los resultados de un proyecto de investigación desarrollado entre los años 2002 y 2003 en el marco del segundo programa de Cooperación entre el IDRC y la Red MERCOSUR (Proyecto III – Comercio). Esta investigación tuvo por objeto describir y evaluar la política comercial de cada país miembro, en el contexto del proceso de creación de una política comercial común con el resto del mundo. En la década de los noventa el proceso de integración avanzó en establecer el libre comercio intra-regional de bienes. En una primera etapa se entendió de interés analizar qué profundidad adquirió el proceso de integración, identificando otros obstáculos al comercio de distintos aranceles. En esta segunda etapa, un paso natural, que establece una continuidad al primer esfuerzo de investigación es analizar las bases sobre las que se está construyendo el camino desde las políticas comerciales nacionales hacia una política comercial común con terceros mercados.
