La difícil descentralización fiscal en el PERÚ

Abstract

Frente al agudo que padece el Perú, la descentralización fiscal es una de las reformas institucionales y políticas que crean mayores expectativas, tanto como un remedio para la desigualdad en el desarrollo entre los departamentos o regiones, cuanto para volver más redistributivo y democrático el Estado. En el fondo, podría tratarse de una reforma sobre los términos de la intervención estatal en la economía, en la sociedad y en el territorio, con un triple propósito económico: hacer más eficiente y equitativa la gestión del Estado en sus distintos niveles de gobierno; mejorar la participación de los ciudadanos en sus gobiernos locales y regionales y de esta manera reforzar los mecanismos democráticos; y convertir el Estado en un promotor de la igualdad de oportunidades económicas y políticas en todo el espacio nacional. Estos objetos hacen de la económica fiscal el puente incuestionable entre la política y la economía en el Perú de nuestro tiempo.
