Abstract

El Libro aborda la problemática de las PYMES industriales, en una dimensión que no se ha trabajado demasiado: la exportadora. Las PYMES constituyen un pilar fundamental para la creación del empleo y el desarrollo nacional, y han sido capaces de lograr competitividad exportadora, a pesar de la insuficiencia de las políticas desde el Estado que tengan ese objetivo. El libro sistematiza información secundaria que tiene varias limitaciones, pero se construyeron, además, indicadores de competitividad que se han contrastado con los resultados de la encuesta que se aplicó para construir nuestra propia base de datos. También se presentan algunas experiencias de políticas aplicadas en otros países y se sugieren algunos lineamientos a partir de la evidencia empírica que nosotros hemos hallado.
