Sembrando para el futuro: Apoyos al sector agrícola, política agraria y seguridad alimentaria en la Región Andina

Abstract

América Latina -y en particular la Región Andina- ha experimentado una década de crecimiento superior al registrado en otras regiones del mundo1 y en otros períodos de su historia reciente.2 Este crecimiento ha sido en parte conducido exógenamente por la coyuntura internacional favorable para los países ricos en recursos naturales, y en parte facilitado por las reformas que prepararon a los mercados latinoamericanos y andinos para responder a las nuevas necesidades de la demanda global. Entre otros factores, las reformas macroeconómicas que lograron la estabilidad cambiaria e inflacionaria, complementadas con mejoras institucionales de acceso a la información para la formación y regulación de precios, han posibilitado y fortalecido la integración y apertura comercial en todos los países de la región. Asimismo, las políticas de inversión en bienes públicos, infraestructura energética y vial han contribuido a una mayor actividad económica, y a la creación (y distribución) de más excedentes en varios sectores de estas economías. Uno de los sectores más influenciados por estas reformas ha sido el agropecuario.
