Movilidad internacional de personas y protección social

Abstract

El presente trabajo analiza el acceso a la protección social de los migrantes internacionales latinoamericanos desde una doble perspectiva. Por un lado, la de no discriminación en relación a los nativos de los países de destino y por otro, la de las políticas migratorias y de protección social en la medida que contribuyen a una mejor inserción social de los migrantes y sus familias. Se desarrolla en tres partes. La primera, identifica la asimetría existente a nivel global en el tratamiento de los movimientos internacionales de personas en comparación con los de bienes, servicios y capitales. La segunda parte analiza el acceso de los migrantes a la protección social y su comparación con la situación de los nacidos en los países de destino. La tercera parte se refiere a las políticas migratorias para la integración social distinguiendo tres niveles en los acuerdos multilaterales o subregionales.
