Abstract

Este libro proporciona una visión general de la problemática del transporte urbano en Brasil, tomando en cuenta la actuación de las entidades federales, estatales y locales, además de las ONGs que participan en dichos sectores. La tendencia de las últimas décadas a la descentralización del poder político en Brasil ha incluido las funciones de administración del tránsito y el transporte público, aunque se trata de un proceso que no ha concluido y que no tiene lugar en todas partes. La descentralización del poder político ha sido impulsada por la preocupación por el respeto a los derechos humanos, lo que también se ha reflejado en la legislación sobre el tránsito y el transporte urbano. En Brasil han surgido una serie de iniciativas y experiencias interesantes, muchas de las cuales son descritas en este libro.
