Abstract

Este livro estuda alternativas de reforma tributária para vincular as arrecadaçoÞes à aplicaçaÞo no setor de transporte no Brasil para estradas com menor trânsito de veículos. Os autores analisam as alternativas existentes para assegurar um nível básico adequado para manter a malha rodoviária. O pedágio oferece possibilidades nas rodovias de elevado nível de tráfego, mas para a grande maioria da rede, com menor volume de veículos, a melhor soluçaÞo seria a criaçaÞo de mecanismos que vinculassem recursos, de forma regular e permanente, aos gastos com a preservaçaÞo e a segurança da malha viária. As alternativas adotadas devem garantir que, depois de construída urna estrada, haverá recursos para conservá-la. Deixála em péssimas condiçoÞes de tráfego é perder liberdade orçamentária, aumentando desproporcionalmente os seus custos privados e sociais.
