Abstract
La importancia relativa del transporte en la economía europea se ha estimado en torno al diez por ciento del producto interior bruto (PIB). Su demanda derivada de otras actividades productivas y su función en la vida diaria propiciaron una aproximación en la oferta, más tecnológica que económica. La capacidad fue creciendo para hacer frente a una demanda en expansión, justificándose la construcción de nuevas infraestructuras sin prestar atención a su viabilidad económica,regulación, tarificación, gestión y financiación y, menos aún, a las externalidades que producían.Esta situación está cambiando en las últimas décadas por razones diversas: el rechazo social a los monopolios; la dificultad de justificar las barreras a la entrada en los mercados de transporte y el recurso sistemático a las arcas públicas para financiar los ferrocarriles y las compañías aéreas de bandera; el problema de la congestión y la imposibilidad de sostener una política basada exclusivamente en ampliaciones de capacidad, y la necesidad de hacer frente a la contaminación y a la reducción del número y la gravedad de los accidentes.El análisis económico proporciona una visión diferente a la tecnológica al examinar la estructura de los mercados y el comportamiento de las empresas, además de ofrecer instrumentos para evaluar las inversiones en infraestructuras,entre otras cuestiones.
