Abstract

Teoría y política fiscal es un texto que desarrolla los temas básicos de un curso de pregrado. El libro ofrece varias interpretaciones para entender una misma cuestión y deja interrogantes con el propósito de evitar la obsesión de soluciones únicas, precisas e infalibles para todo tiempo y espacio. El contenido incluye aspectos indispensables para el análisis de la política actual en los países subdesarrollados como la teoría del Estado, los tributos, el gasto, el financiamiento, las privatizaciones y los efectos que el sector público tiene sobre el crecimiento económico. Los tópicos se plantean para que el lector tenga herramientas que le permitan interpretar la realidad latinoamericana, aun cuando la mayoría de reflexiones prácticas se hacen para el caso colombiano.
