El manejo del agua en Colombia: reflexiones. Exceso de legislación y falta de instrumentos para aplicarla

Abstract

La lectura de esta valiosa investigación del ingeniero Ernesto Parra Lleras conduce, de manera inmediata, a una reflexión histórica sobre lo caótica que, desde un comienzo, ha sido la legislación colombiana sobre el uso y control del agua. Llama la atención que la situación cuidadosamente documentada en esta investigación conduzca al lector desprevenido a una verdadera incertidumbre sobre la época de la que aquí se trata, es decir, si lo que se muestra en este trabajo corresponde a lo que fue la atención que se le dio al agua en la Colombia de los siglos xviii y xix o si el autor está hablando de lo que en ese sentido ocurre a comienzos del siglo xx. Se trata de una verdadera paradoja que nace precisamente de una situación en la que el avance ha sido muy lento no sólo por las razones de orden técnico sino, principalmente, por el descuido que reiteradamente se ha tenido por parte de las diferentes instancias administrativas alrededor de este recurso.
