¿A la vivienda quién la ronda? Situación y perspectivas de la política de vivienda en Colombia

Abstract

En los últimos años, el sector de financiación de vivienda en Colombia atravesó por un profundo proceso de cambio, que se realizó en muy corto plazo en un marco de fuerte recesión económica y crisis financiera. Sin embargo, a pesar de que la economía, y en particular el sector de construcción, se reactivó, el crédito hipotecario no ha mostrado un dinamismo similar. Para materializar el derecho de la población a una vivienda digna, tal como quedó consagrado en la Constitución de 1991, resulta fundamental la existencia de un sistema de financiación de vivienda sólido, por lo que es de vital importancia determinar los factores que inciden sobre la evolución del crédito hipotecario y buscar alternativas que propendan por su reactivación.
