Abstract

Esta obra de Derecho Administrativo general presenta la exposición del curso y destaca las cuestiones esenciales, su evolución y los cuestionamientos que suscitan debate. Cada capítulo está acompañado de ejercicios prácticos, que permiten adquirir un método riguroso de presentación de los conocimientos. Este curso está ordenado en tres partes: el marco de la acción administrativa (jurisdicción administrativa, administración central y administración local), los fines y medios de la acción administrativa (principio de legalidad, actos administrativos unilaterales, contratos de la administración, servicio público, policía administrativa) y los controles y sanciones de la acción administrativa (la intervención del juez ordinario en el control de la acción de la Administración, procedimiento administrativo contencioso y recurso por exceso de poder, responsabilidad administrativa). Los extractos de jurisprudencia, doctrina y normativa, debidamente esquematizados, están destinados a llamar la atención y a hacer más vivos los datos abstractos presentados con anterioridad. Los temas de reflexión y los comentarios de fallos están acompañados de ejercicios corregidos y modelos -entre otros- de planes estructurados tendientes a facilitar la rectitud del razonamiento y la fuerza de la demostración, cualidades esenciales del jurista.
