Abstract

El Congreso colombiano tiene una doble connotación. Por una parte, representa uno de los pilares fundamentales de la democracia; por la otra, soporta un altísimo grado de desprestigio debido, entre otras razones, a que los ciudadanos desconocen totalmente su funcionamiento, su papel en el sistema político, sus limitaciones institucionales y su verdadero peso específico. Este trabajo busca presentar una visión objetiva del Legislativo. Una visión soportada en el ordenamiento jurídico colombiano, analizada dentro del contexto político nacional y estudiada de cara a los grandes retos que, sin lugar a dudas, tendrán las instituciones en la Colombia del siglo XXI.
