El alumbrado público en Colombia. Marco institucional y régimen jurídico

Abstract

El presente libro contiene el primer trabajo sistemático y exhaustivo sobre el servicio de alumbrado público en Colombia. El profesor Gutiérrez Castro contextualiza fuentes jurisprudenciales, regulatorias, legales y económicas para dar una visión integral sobre polémicas y dificultades interpretativas que se suscitan en el entorno de su prestación. La obra parte de los antecedentes históricos, recorre luego el desarrollo de la noción de alumbrado público, describe las actividades incorporadas y excluidas, se visualiza el panorama contractual y el controversial régimen del tributo de alumbrado, para integrar el mapa legal del servicio. Igualmente, se mencionan los diversos actores institucionales, los prestadores, la normatividad técnica y el panorama económico en el cual se enmarca la prestación con una referencia comparativa internacional. Se concluye con la referencia al control fiscal, los derechos del ciudadano y los diversos proyectos de ley que se han preparado y tramitado en el Congreso de la República.
