Abstract

En la última década, los debates sobre políticas sociales y su relación con el desarrollo económico han revivido con fuerza. Las nuevas visiones han surgido como reacción a los resultados sociales insatisfactorios de la aplicación de las concepciones ortodoxas sobre el desarrollo económico que prevalecieron desde los años ochenta. Las nuevas concepciones son también una reacción a las políticas sociales que caracterizaron a la etapa previa, de industrialización dirigida por el Estad, que en general concentraron los beneficios de las políticas sociales en sectores urbanos y, aún en este caso, relegaron a un amplio conjunto de trabajadores informales.Entre distintas formulaciones que han surgido, la más poderosa en su alcance es, sin duda, la que se enmarca en una concepción de derechos y ciudadanía sociales. Esta es la concepción que desarrolla la autora en esta excelente obra. En su visión, lo que esto implica es abandonar la idea de que las personas son meramente sujetos de necesidades y en su lugar reconocerlas como sujetos de derechos.
