Abstract

Para el Departamento de Derecho del Medio Ambiente, y en especial para el Grupo de Investigación en Derecho del Medio Ambiente de la Universidad Externado de Colombia, resulta satisfactorio poder presentar a la comunidad académica el segundo volumen de la colección Daño ambiental. Como se expuso en la presentación del primer volumen, el derecho de la responsabilidad civil está siendo sometido a fuertes y rápidas transformaciones. Por esta razón, es deber de los centros académicos sentir el pulso de la evolución jurídica que se está presentando con los fenómenos inherentes a cambio climático y a calentamiento global. El derecho, en general, tiene la obligación de “leer” los nuevos fenómenos sociales que se están sucediendo, muchos de los cuales tienen un origen y unas consecuencias ambientales.
