Abstract

"Discutir as possíveis articulações entre participação social e conselhos de políticas públicas, tendo como referência o caso brasileiro, implica que se enfrentem vários desafios. O primeiro deles consiste na inexistência de dados e informações sistemáticas sobre essa experiência, os quais permitem traçar um panorama sobre como vem se desenvolvendo a dinâmica de criação e composição e de funcionamento desses conselhos a partir dos anos 1990 do século passado. Os inúmeros estudos pontuais sobre experiências específicas em várias políticas setoriais não permitem que se componha um quadro dessa experiência. O segundo deles diz respeito à diversidade das políticas e dos programas setoriais, bem como dos movimentos e das organizações sociais envolvidos em cada um deles, o que dificilmente admite que se trace uma análise conclusiva sobre quaisquer eixos que se tracem para organizá-la de forma minimamente coerente.."
